It's mostly because her S3 is just that good. But her S2 can also be incredibly useful although it is bit more situational. Getting more barrier from kills and 60% Sanctuary and having SP cost not tied to being hit is neat. It also attacks at fixed intervals so it can't be debuffed by anything that reduces attack speed. Sure if you wanted to tank something you'd probably bring some Protector like Cuora or Hoshiguma but in Lupoknights, Penance is by far the tankiest so if her S3 doesn't cut it I usually switch to her S2 and most of the time it works out. That or in the case of this event where I use her S2 to activate one of the pillars to change music

You should also check out defenderknights clears then. I swear I see Tums use penance s2 about the same amount of time as s3. It's very good!
