Does anyone know why a county judge is acting like a mayor?
Its in the Texas Constitution but basically all county judges have emergency powers. They are responsible for resource direction and funding of anything OEM. The mayor of any city within a county is only here for day to day operations and backup for their city only. Vs. what you see in other states. Why that is, you'd have to dive deeper into US and even Mexican/Spanish history and the establishment of other states/territories at the time to gain a full understanding of how things came to be.
I will say though that she has no business being county judge and only got there due to Harvey and the perceived notion that Ed Emmett was to only blame. Truth be told, Houston needs both the county judge and mayor on the same page. Forgot to add that HPD and HFD fall under "day to day operations".

She was elected in a straight ticket election in 2018, and then her and County Commissioner Rodney Ellis stole the election for her in 2022. Harris county has become the new Cook county.
