Ozzel is one of the reasons why the empire was seen as incompetent. If vader hadn't appoint ozzel as his fleet Admiral the rebellion would've stop existing over hoth
I don't mean to go against what you said, there is a fan theory going around that he was a spy for the Rebellion. The incompetence you see is a front. But everyone is welcome to their own opinion. If you don't agree with this theory I'm good with it.
Maybe he was a rebel asset. Admiral Harkov also had a deal with the rebel Alliance since he hated the Emperor and Vader. Grand Admiral Zarin also had the same feelings but he did not need the rebels for that.

I think everyone who wrote a story latched onto jumping the fleet too close and Vader calling him clumsy and stupid and wanted to build on it. That being said, not everyone in a position of power is super intelligent. Some just know how to work the system
There are times I wonder if the Emperor intentionally disposed of, or at least limited, legitimate talent? The thing is, while Palpatine does have a number of flaws; he's sociopathic, at least somewhat narcissistic, and evil, I don't know if it's fair to rhink he's stupid? I think, at least in part, he understood what a minimum threshold he believed his military needed to have, and found those assets, but then he also constantly wanted to limit hiw threatening any of ot could be to him, whether some Moff, or Admiral, might try to usurp him, or Vader might weaponize such in his own effort to supplant his master, and if there were certain competent individuals, they'd see the flaws, and want to improve them, which would have been good, but also a threat to allow for an Empire that didn't include its Emperor. Did he still use these people? Just bump them off? It's a bit too bad that, in the grand scheme of things, the Empire didn't have any real rivals. They had to deal with the Rebellion, sure, but that was barely threatening to the whole Empire for much of its time, and there weren't any outside agencies that worked in opposition to the Empire, and without fear of reprisal, thus the Imperial military didn't NEED to be more than a certain quality, or plan around an assortment of problems.
I would think he did limit a lot of people's aspirations and ambitions. In very calculated ways. He would have his Tarkins or Thrawns who he trusted, as much as he could trust someone. But others like Veers and Piett who showed true potential would be limited to what suited his needs the best. Even Vader. Palpatine knew the whole Sith Rule of Two and knew that a fully realized Anakin Skywalker would decimate him. So he kept him on a short leash and allowed Vader to have moments of questioning the way of things, at first, and then put him in check. The Tarkin Doctrine spoke a lot to Palpatine's philosophy of ruling through fear. So you're probably right on the military only being as good as it needed to be. Especially with no real opposition for a while like you said. Up until Mothma formed the Alliance to Restore the Republic and then the destruction of the first Death Star I don't think the Rebel cells were much more than a nuisance in his mind. Under estimating his opponents played a huge part as well, but that goes hand in hand with his narcissism. Amazingly thought out. Thanks for the contribution.
You don't begin your career as a 'captain of the line'. That's more or less skipping every commisioned rank to just short of an admiral. No matter what your connections, that's just not going to happen.
@@brucesim2003 could be his rich family pulled some strings? He went to various military academies. Maybe there were massive holes in the hierarchy after the fall of the Republic
@@imperialremnantpodcast Considering even the house of Windsor doesn't start as a captain in the RN (unless it's an honory post), I don't think any amount of string pulling is going to make that happen. The Prince of Wales (the current King) started out as an _acting_ sub-lieutenant. That's quite literally the lowest you can be and have a commission. As for holes in the hierarchy, when you have a large chunk of the galaxy as your population base, an incompetant like Ozzel might get a commission, but promotion is going to be very slow. He might be able to use contacts to shorten time in rank, or *maybe* skip a rank, but to start at captain just beggars belief.

Imperial naval officers are well trained and competent. Ozzel could not have moved up in the ranks to fleet Admiral if he was that incompetent.
