There's like 6 billion humans on earth, all serving their own countries, there own agendas.
Far too many individuals to keep tabs on for 20 skrulls to keep an eye and ears on.
Some fans are complaining about why Fury and the skrulls didn't know why shield was infiltrated by hydra.
Well that's why, hydra was to well embedded in the social fabric, politics, economics and they had money to burn in order to hide themselves, modern advances in encryption as well.
Barring any estoric alien technology the skrulls had to brute force encryption which they probably didn't.
Basically Fury and his Skrulls were busy building up his slush fund for whatever purposes he'd need a slush fund for.
I actually think Fury is as smart as he's perceived to be he's just human and he's aware of how fragile small minded and petty tribalistic humans can be.
So if he can help herald earth from the inside of an earth organization to better protect humanity from outside threats all so much the better.
If not then he can use that slush fund within the toolbox and resources secretly sent up there for his own independent organization to protect humanity.
Sword and Saber is earth’s official answer to protection for humanity.
The way I see it.
Sword, shield, Fury’s skrulls were the front organizations used to gather resources and money for Fury’s real space organization.

Sword was used to find people that would be ideal for Fury’s real organization.
People that didn’t make the cut were just left on earth while the others were actually sent metaphorically and literally upstairs.
Fury’s real space organization would already have the perfect people, allies and tools for the job in establishing a fully independent and self sustaining organization in the form of these.
