The problem is the culture in RTE. It's been going on for 50 years. RTE sees itself as the BBC of Ireland and it's anything but. It's more like a mini Channel 4. The BBC draws a License fee from a population of 66 million. RTE 5 million people. The License fee needs to be scrapped. It needs to be independently financed, in a ring fenced way directly from the exchequer. Internally restructured and reorganized. Programming for an Irish audience in the streaming world. No contractors, Payroll staff only. This would be a start!
