Your simply trying to make sense of what was terrible writing by writing your own story with the fragments of information given to us to explain a whole lot of BS within the plot. That's not necessarily a bad thing since your idea is actually quite good, but at the end of the day it was still a mess of a plotline.
My thoughts on the various running plots: MRS FLOOD’S TRUE IDENTITY I’m happy they decided to leave this a mystery for next season. It would have been too much to have every mystery solved in this season and leave nothing running into the next. SUTEKH BEING THE ONE WHO WAITS A good opportunity to bring back a villain from the classic era of Doctor Who. The issue I have though, is, where exactly did the Toymaker see him? “I saw it, hiding, and I ran”. Did he deliberately not tell the Doctor that Sutekh was hiding on the TARDIS? SUTEKH HAVING BEEN SITTING ON THE TARDIS SINCE THE FOURTH DOCTOR An interesting decision to have. So, when Fifteen duplicated the TARDIS, did he duplicate Sutekh? Or did Sutekh just hop onto Fifteen’s TARDIS? SUTEKH BEING THE HEAD OF THE PANTHEON OF DISCORD At least, that’s the impression I got. It’s disappointing that the other gods had no mention or relevance to this episode, having been relegated to simple name-drops in Harriet Arbinger’s announcement of Sutekh’s return. HOW LIFE WAS RESTORED I’m undecided on this. How did the dust of death become erased from ever having happened, simply due to Sutekh being in the time vortex? RUBY’S MOTHER I really really dislike this decision to make Ruby’s mother an ordinary human. I don’t have a problem just with the idea of her mother being ordinary, but when you weave this reveal into the plot, it makes zero sense. No matter how you spin in, you can’t have the literal god of death be fooled by how two people view one person. Also, why was Ruby making it snow and play Carol of the Bells whenever the subject of her mother came up? Also, what was the song within her that freaked out Maestro? Why did it freak out Maestro? It would have been better if it was revealed the Ruby’s mother was pointing at Sutekh, who was secretly sitting on the TARDIS. Or… or, let Ruby’s mother not even be a mother, but a father instead. How epic would it have been if Jack Harkness was her father? It would have made sense for Jack to be invisible to Sutekh, as he is a fixed point in time and space and thus cannot die.
Ok, so the original Sutek is still alive while his clone is dead, Mrs Floods is either the Master or a Giggle of storms known as the oldest one who has been watching over Ruby and nurture Ruby with Mrs Floods power inside Ruby!

I feel so cheated😢the Susan fake out, the fact that two gods were struggling to make Ruby out, yet one prime minister with DNA tech, less advanced than the Doctor’s mind you, was able to figure it out. It just felt like a pointless gotcha moment and hours of theorizing, especially when RTD was hyping it up himself. Its not like WandaVision when the creators werent setting anything up and we as fans went wild, where as here, your own writer is hyping it up

This makes no sense. If she is ordinary why couldn't the doctor work it out at the start of the season. She may be ordinary but Ruby still has to be extraordinary for this to make sense.
She already knew she was named after the road because she says this right at the start of the Xmas special. So why she acting like she’s just realised this is mad. Someone’s been sloppy with the scripts

The explanation for ruby's mom's importance is LITEARLLY 'bad writing' straight up. "Why is she important in reality? Because we made (wrote) her that way" It's not like Ruby manifrested it her whole life before meeting the Doctor. Stuff WAS happening in the real world. This whole entire episode/series was just "if you think it, you make it real" which could be interesting in a quantum mechanics sense, but this is just handwavey bs
