I adore that bit, and it's so sad. He's learned not to show favour to anything, not objects or people, or they'll be used against him, but he still likes pretty things. 😭
I suppose if twisting the artifact's surface like a Rubik's cube doesn't make it do anything, Tav could use it as an ornate fidget toy. I know my stupid ass would have on accident.
You can find it in act 1. When you go to the underdark and search for the drows, that are from the adamantine forge quest, one of them is with some creatures like dinossaur's, and there's a grave near. Interact with it and it will give you the option to dig. When you dig, there will be a narration that they are dog bones and this necklace will emerge. If you go to the arcane tower, on that same map, on the fourth floor, next to a bed, there will be a button. If Astarion has the collar equipped, he will give a small moan and say that the collar has vibrated.
