What is another one of your options when you hit your ball in a penalty area?

A.
You may go back to your last place played, and for a penalty of one stroke, drop within one club-length, no nearer the hole. This is your Relief Option 1 as per Rule 17.1d(1).

So if you were laying there for 1 to begin with, and you hit your second shot into the lake, your drop counts for an extra shot, so now you are laying there for 3, and when you hit again in the area of 1 club length your ball will now be counting as 4 shots for where it lands?
