Its a japanese ghost iirc, it counts till 9 because her spouse accused her of breaking 10 plates, but she broke only 9. Later on she fell into a well or unalived herself, and haunts the well and its surroundings by counting till 9, counting the broken plates, and they banished her by shouting out 10 which completed or made her think she did indeed break 10 plates.
It's a reference of a popular Japanese story, the Okiku ghost.
The story varied, but essentially: a wealthy household had a set of 10 very valuable plates. One day, a young servant girl who was responsible to take care of it counted only 9 plates (most versions said she was framed, but there's one or two versions that said she broke the 10th plate). The plates were very valued by the master of the house so in desperation and fear of punishment (again, some said she was already being tortured as punishment), she threw herself inside a well.
From there on, her ghost rose every night, counting to 9 again and again in her desperation to find the 10th plate.

Third one refers to a Japanese folktale of a lady named Okiku. There are many versions of the story, but they all have something to do with Okiku refusing a lover, 10 precious plates, losing/breaking one plate, and Okiku falling into a well. Apparentlly, her spirit count 9 plates, but will scream when she gets to the tenth, because the tenth is missing. One way to prevent this is by shouting "TEN!" before she screams, showing that you have found the tenth plate.
The fourth story is saying that different people are predicting the same death for the narrator, meaning that what they say is most likely true. (If you know what Final Destination is, basically that, except the death is being predicted and confirmed by multiple people, rather than just one person)

It a japanese folktalke where a master was in love with one of his servants but she refused everytime he asked. He tricked into thinking she lost 1 of his 10 special plates. She recounted 1-9 over and over in hopes of finding the last one. The master told her he'd forgive her if she married him but she refused so he threw her into a well. She haunted the master by counted 1-9 then screaming horribly for the last plate until a priest came and interrupted her counting by yelling 10 before she could scream. The story is called bancho sarayashiki.
