That weird KONE you spotted is called a "MaxiSpace"
It has a 6:1, 8:1 or 10:1 roping ratio, without counterweight.
If you encounter those, make sure you keep tension on the ropes. they are very strong, but easily damaged. If there is slack on the cables, and they snag somewhere you could damage them.
And trust me, the last you want to do as a technician is to replace those ropes, which could be easily 300 meters long (1 cable). and, they have to be replaced all at once.
you are also lucky these ones don't have a DOM security system, that activates when you open the door with a key. otherwise, you need to reset the system with a very annoying procedure. keep this in mind.
I don't know how I managed to find this channel; but I feel like I'm watching a Cbeebies educational tv show but the subject matter is on illegally trespassing a building; and talking about stuff a child would never understand with the occassional comments about prostitues; drug dealing and chav's. This... this is amazing.

The cables are flimsy because they don't need to be particularly thick. KONE MiniSpace employs 8:1 roping. That's how they get away with not having a counterweight. Without counterweight, the elevator (or lift, or whatever the stupid word you use to name a hoisting apparatus) "freefalls" downwards.
Think you mean MaxiSpace there. MiniSpace is a MMR traction.

Do you know why powerdiscs have buffers on top of the cars? I've never seen anything like this before.
Here in Brazil, we don't find many kone's, i like them a lot.
I thought it was because they free fall upwards, but they don't. It must be for if a fault causes to to overrun. Normally lifts are limited with how high they can go because the counterweight hits the buffer.
That's because there is limited space on the top of the car. it keeps the technician alive in case things go wrong. Because, as Beno said, there is no counterweight to buffer out and limit the upwards travel.

The repeater board is for the technician to program the elevator's parameters. It also has input for the weighing device, and other components. Usually, when this board is present, the main CPU board has no numeric display or buttons.
repeater board does the exact same thing that a wifi repeater does - it extends the range (in other words, via some cables, you have access to the main controller without having to enter the shaft. instead of using the controls on the main controller, you can control it from a distance. that's what a repeater board does.
So yes only counterweight lifts will only free fall downwards

Why they are rare? Is it because they are new? Or too expensive for owners to install it?
powerdiscs are very very loud, that is a reason to not choose it for most building owners.
Because they're indeed noisy. They are designed to replace an existing elevator and get the maximum car space in an existing shaft. (hence the name MaxiSpace) because there's no space needed for a counterweight. But, they're fragile. there are a couple of pulleys down in the pit, so once you have a bit of water in there, all the pulleys need to be replaced, because the bearings will break when submerged in water.
