Both perks help you fight groups of Bruisers, which tend to be the biggest enemy that you don't want to shoot (most Elites and Specialists get the bullethose). Confident Strike gives you sustain while spamming light attacks, which scales with the size of your Toughness bar (when over 200 Toughness using triple T curios, you will regen more than 20% per hit), while Skullcrusher gives nice followup damage when cleaving into hordes for faster trash cleanup.
The folding special still oneshots Muties and Dogs this way, while dealing respectable damage into bigger Elites so you can contribute a little without spending Stubber ammo on a Crusher. Nice, versatile, easy to use weapon.
