No, a keygen is a small piece of software that generates working CD-keys to some other software. Why these are called "keygen music" is probably because most newer keygens have a chiptune song playing in the background. The music is still chiptune, not keygen.

You might say "Oh I really like this ringtone!" but it would be really annoying (for me) to generically speak about "Ringtone music" instead of "Midi file"...

The tune that starts at around 7:00 is an old C-64 game tune, from a game called "Comic Bakery".
Both you and him are right. They are mainly called chiptunes, and that's what most of us old school people still call it.
