I think the "Bayleef" was a placeholder. It looks like a more detailed version of the icon for most grass-type pokemon at the time, so they probably had not finalized Bayleef at this point.

I got a theory here,remember the story in both the game and in Pokémon Generations? 3 unidentified pokemon were trapped in the burning building and died,then Ho-oh came and brought them back,only to give them great power and new forms that we know today. And those pokemon were Raikou,Entei,and Suicune's old bodies before they died. Now if they didn't scraped those 3 it probably would of make more sense and been a awesome thing.

Below will be my thoughts on the information released from the Beta. -I'm glad that I'm not the only one who thinks that Beta Bayleef and beta version of the Hoppip evolution line look like a Digimon. Thank you to whoever said that in this video. The scrapped Fire starter line look feline in nature. It would be neat if we got something akin to them in the future. I still love the Cyndaquil evolution line. Typhlosion has been my favorite Fire type since Gen 2. -A baby Vulpix for Kanto and Alola would've been adorable. I'm surprised that Tangela could've not only have received a pre-evolution, but also have been able to evolve into a scrapped version of Tangrowth as early as Gen 2. I honestly thought that a pre-evo for Doduo would've had one head. I'm not completely sold on the design for a baby Growlithe, but the idea of a pre-evo would've been adorable. -I was shocked to learn that Beta Mantine looks the way it does. I've seen people upload videos on the Beta leaks, but no one stated that this was Beta Mantine. While the Mantine that we got looks more like a manta ray, I would love for the beta design to become its own separate Pokemon in a future game. Beta Noctowl definitely looks related to Pidgeot. -The Pokemon Qwilfish could have evolved into looks like a combination of Whiscash and Stunfisk with spikes added. I wouldn't have minded having an evolution for Qwilfish. I would've been alright with a Water/Steel shark or fish Pokemon. I know that I've seen fakemon drawn like that. The Pokemon next to it looks like an early version of Huntail. -The odd slime Pokemon next to Skarmory looks like an early version of Goomy. The fact that they were going to create an evolution for Ditto is interesting. It would've been interesting to see another Pokemon evolve with a Metal Coat as Ditto was going to. If they went through with it, I wonder if they would've allowed the Eviolite to work on Ditto even after it transforms via the move Transform or their ability? -I love the back sprite for Beta Girafarig. It would be awesome if Girafarig either evolved into a Pokemon based off of that scrapped design, or if we got a regional variant resembling it. The fact that the conjoined Normal/Dark-type ghosts were going to evolve into Girafarig sounds awesome! I wish that they didn't scrap that idea. The black cats with bells are okay. The two Pokemon after Houndoom look interesting. -I liked your thoughts on Beta Politoed. If I heard you right when you got to Slowking, then I heard you say that Slowking evolved from Slowbro instead of Slowpoke. That would've been interesting. That means that Eviolite Slowbro could've been a thing in competitive wifi battling! In addition, we would've received Mega Slowking instead of Mega Slowbro. -I would have loved to have had the shell normally attached to Slowbro & Slowking detach and to retain its design as its own Pokemon. This could've been a branching evolution for Shellder. They could've done to Shellder and Slowpoke something a bit more complicated than Remoraid and Mantyke. I'm also waiting for a branching evolution for Mantyke that's a Water/Poison sting ray. A Fighting-type bear cub and bear Pokemon, not counting Pancham & Pangoro(especially since they're pandas), would've been neat. I also prefer the version of Hitmontop that we actually have over the beta version. -The Pokemon between early Jumpluff and early Smoochum could've been a beta version of Mime Jr., which means that Mr. Mime could've had its pre-evolution in Gen 2 instead of Gen 4. A branching evolution for Weepinbell would've been neat. I would have loved to catch a Fire-type circus seal! That's such a neat concept that I would've never thought of! The Electric tiger squeakers after beta Delibird would have been fun! -I'm surprised that Farfetch'd was going to be given an evolution in Gen 2. I wish that they still would. Beta Scizor doesn't look half bad! It also looks like Pinsir might have received an evolution. Not only did they probably scrap it, but this could've inspired Heracross. I'm not sure how I feel about beta Lickilicky. The version of Lickilicky that we were given might look better that it. I like the version of Leafeon that we received in Gen 4 over the beta edition from the Gold demo. -It would've been neat to battle or encounter Giovanni. I wonder if that was used for the Celebi event in HG/SS where we travel back in time to Tohjo Falls to battle him? The idea of Misty being an Elite Four member would've been interesting in terms of what they could've done with the anime. Fleeing wild encounters would've definitely been annoying. I still prefer Kris over Lyra, especially design-wise. -Umbreon was originally gonna be a Poison type? The PokeDex entries for Umbreon make more sense now. I find that interesting considering how Houndoom's Dex entries mention toxins mixed with their fiery attacks. Beta Bugsy would've made sure that no one could question whether he was male or female. I know that I never had trouble figuring that out, but I've heard of some people who thought that Bugsy was a girl. Beta Jasmine looks kinda cute. I like the outfit of Beta Falkner over the version that we got. Beta Morty looks emo. I like the version that we got. -I guess that they decided to make Snubbull a regular Pokemon by the time they made or finished the Pikachu animated short film that played before the first Pokemon movie. Maybe they initially thought of making it the mythical Pokemon of the region like Celebi, Mew, and Jirachi. I guess this explains Snubbull and Granbull's sour faces on their in-game sprites.

It also looks like Pinsir might have received an evolution. Not only did they probably scrap it, but this could've inspired Heracross. I'm not sure how I feel about beta Lickilicky. The version of Lickilicky that we were given might look better that it. I like the version of Leafeon that we received in Gen 4 over the beta edition from the Gold demo.
-It would've been neat to battle or encounter Giovanni. I wonder if that was used for the Celebi event in HG/SS where we travel back in time to Tohjo Falls to battle him? The idea of Misty being an Elite Four member would've been interesting in terms of what they could've done with the anime. Fleeing wild encounters would've definitely been annoying. I still prefer Kris over Lyra, especially design-wise.
-Umbreon was originally gonna be a Poison type? The PokeDex entries for Umbreon make more sense now. I find that interesting considering how Houndoom's Dex entries mention toxins mixed with their fiery attacks. Beta Bugsy would've made sure that no one could question whether he was male or female. I know that I never had trouble figuring that out, but I've heard of some people who thought that Bugsy was a girl. Beta Jasmine looks kinda cute. I like the outfit of Beta Falkner over the version that we got. Beta Morty looks emo. I like the version that we got.
-I guess that they decided to make Snubbull a regular Pokemon by the time they made or finished the Pikachu animated short film that played before the first Pokemon movie. Maybe they initially thought of making it the mythical Pokemon of the region like Celebi, Mew, and Jirachi. I guess this explains Snubbull and Granbull's sour faces on their in-game sprites.

didnt they already have a lot of the gen 2 designs started when they made gen 1? i think thats why so many of these look like gen 1 pokemon or pre-evolutions, they are just earlier designs that they ended up scrapping in gen 1 as well.
