He plants calls (See Carl in Rosemeade, its Travis Rodgers, J stew has called in under a few names, too.), and knows exactly what is up. Rome "scolds" his callers and listeners, but is ultimately responsible for everything that ends up on the air. Better luck next time, though, dude.
Couldn't have said it better myself abbey! And notice Victoria has been emailing the show over the last few months and hasn't called in in a while. She's probably afraid of the backlash from another one of her failed attempts at making sense, so she has been sticking to the safety of hiding behind a keyboard.

Wait, how do we even know that this is Vic? Vic in NoCal's first call wasn't until August 2006 or so, which is about a year after this call was made.
