Most of the Soviet missile factories were located in Ukraine, as were the turbine engine factories. There's no lack of knowledge and skill, though I suspect the Ukrainian factory will start out with final assembly, which would free the Swedish factory up for higher production rates of the parts. Hägglunds already moved to three-shift production after more than doubling the workforce,so their production capacity already hit the ceiling, and they have been looking for partners abroad to expand rapidly rather than having to open a second factory themselves.

Well, maybe they know something you don't. How about that? Ukraine has a great industrial capacity, they produce steel, they have advanced mechanical industry, and they have an emergent high-tech industry too.
