Even though you didn't mention Texas (my team, who is historically in the elite class with the 3 you mentioned) we don't laugh at good quality programs like Louisville. If anything we would laugh at the bottom feeder teams of America like Kentucky who always get beat by the top teams. Kansas is the Big 12 version of Kentucky. That's how bad Kentucky is. Louisville has to use their 3rd string QB for this game and still won. Schools like Kentucky and Kansas should just stick to basketball. It'll save a lot laughs.
