I’m from Canada so I assume that (American) kinder surprise is different but here up north, the toy is stored inside a plastic shell that’s almost as big as the egg itself, making it virtually impossible to choke on unless people are eating them whole…
We have both in Europe, the one you are describing used to be a summer only version (now they are around all year) and the "normal" Kinder with the egg inside was for the rest of the year.

Durian is not messy to eat, it's divided in portions of its seed that holds the contents of the fruit, and the scent can easily be overlapped by sanitizers or alcohol.
Pretty sure the scent can't be masked. The scent masking it would have to be quite strong. Also, it is quite messy to eat. Your hands will smell like durian for a day and your breath smells like durian the next day. Yes, it is put in neat sections, but using your hands makes it not neat.
Regarding the alcohol smell that could mask it, it also wouldn't be good to have a strong alcohol smell around as you wait for the bus to reach the destination.
I will also point out the fact that the spikes are both fairly wide and fairly blunt, and the skin is leathery, so sticking yourself with one would actually be pretty impossible.

If you can put up with the smell, the taste is actually really delicious and nutritious; as they contain vitamins B,C and potassium. The cheese one is just disgusting.
