I would not say this is communist type building. I have been to Mumbai , Mumbai and suburbs are filled with such buildings. The only difference is Mumbai is filthy and Wuhan is crystal clean. THe buildings look well maintained while in Mumbai the buildings stand like ghosts , air is polluted and streets are full of trash.
