Highly disagree with the p4 not being able to reach the highs of the other games, my biggest problem with P3 was always its weak antagonists and bad paced story where the game goes threw several chunks of the plot where nothing of interest happens, if P3 reload fixes these problem It could be the undisputed best game in the franchise

Yeah P4 definitely has some high highs, and P3 definitely suffers a lot from it's gameplay systems getting in the way of it's narrative.
