When making art, the artist also needs to transmit emotions/messages, do a good job at representing his/her vision, have a purpose for existing in the first place, separate yourself from the rest, etc... The value in art is in the creativity (not being too stale/predictable), composition (being recognizable and not having a bunch of useless bullshit across the art piece that serves no purpose), color palette (how pleasant it's to look at), meaning (how well it represents the album) and how good of a job the artist did to sell that image (so you can see it in the context that the artist wants you to see it).
