Cyberpunk 2077 Night Runner (patch 1.23)

As of patch 1.3, it is no longer possible to move this fast without the CET script in PotatoOfDoom's mod "Restore Kerenzikov Dodge + pre 1.3 movement".
In patch 1.3, CDPR added 2 flats to the game's monolithic database (tweakDB) that impose a cap on ground and air XY velocity.
