Re the rest, the PI works on two ideas, how much will this cost (time and expense) and what is the return on the investment. Oh, when I was there in the early 90s, near the outside of Tondo, right across the street from Manila's south harbor was Smokey Mountain, a large landfill. Will never forget being there for business and a client's relative was captain of a boat, wanted to show me his boat, so I parked the rental facing ole Smokey. Saw kids rummaging through the trash, that's bad, but even worse...
Had the car aircon on until stopped the car to go see his boat. Once outside the car immediate sensation of, I need to wretch. Managed to not do so. Then it hit me, those kids are rummaging through the landfill all day with the smell apparently not bothersome to them. Then a few years later they got rid of ole Smokey as a blight on tourism. To this day I wonder whether any money that Tondo gets from more tourism owing to no more ole Smokey is more than the pesos/value they got from rummaging through the landfill. Again, we all have our interests.
Almost forgot, but re why doesn't the govt. help, another part is, as the Chinese know well owing to the size of their population, sometimes the numbers are simply too large. That's the PI and that poverty. Chris, our man here, went to Marawi and can see how they live in his vid. If he ever goes back to the PI, perhaps a boat ride down the Pasig River through Manila. Is Marawi on the Pasig in Manila:
