In your demonstration did you enabled GuardDuty, Inspector and the other services? If not will this still have findings from those services if they are not enabled?
Thats correct. All services needs to be enabled before running Security Hub as its just takes permission to fetch data from different modules. Its just one place for all. Since my account is new so thats why it has not shown anything apart from access analyser. GuardDuty, Inspector is enabled in my account as i do assess environment time to time.. Thanks for having focus here..
Security Hub Depends on AWS Configs... Inspector is optional
Can you please help me I am not able to find the HIPAA standard
I. dont think we have such specific option in AWS which specifically named as HIPAA standard configuration. Since HIPAA standard is our responsibility not AWS or any other cloud vendor so you have to create your checklist , based on that do assessment your environment .

How we can enable Inspector assessments from organizational accounts?
When you refer organizational account you mean master account.. We can apply SCPs to control over the process , one way i know is with help of cross account role access you can enable any services to members accounts. Let me know if that works..
the "Actions" in Findings in security Hub is disabled. Can you try it yourself and if it works, then please let me know which policy is used.
Generally i use AWSSecurityHubFullAccess for these modules.. Its working fine for me..
