World Tour has a huge "damage scaling" problem I would say. But if you stack up on energy drinks and learn the SINGLE pattern of each fighter, its largely doable.
And equip different gear with better stats helps as well. Just looking under Phil's health bar there's no buffs, I had so many buffs at the end because of gear.

But come on, you jump and he does Lariat. You get close and he does Siberian Express before you can react. He does the knee followed by an SPD. that's pretty much standard Gief stuff

In my late teens i had a mate like dave. Every night out we would have , the next day he would always talk about not going out for 6 months. Hibernation mode he would call it. Work/study/train was gonna be his focus. Was because how insecure he was. He would be comparing himself to others and didnt feel like publicly he was better than them. He wanted to do a cycle of roids, get his offshore licence and make money first. He was so jealous and insecure it would kill him every week. Then he would do the mental gymnastics of defending what he had and that it was enough. But it was never enough. It never is for people like this. World tour boss npcs are very easy to beat , you only have to discover a certain weakness so you can endlessly loop combos on them (mostly on wake up situations) if you deel it is too hard you meed to continue grinding and buy items but Phil as always wants to brute force everything
I haven't played the game yet, but...normally when an enemy does 5 times as much damage as you, it's a sign that you're underleveled/under...whatever RPG mechanics this game goes by (and I see the CPU is 3 levels above him). Feel free to correct me, I'm just assuming this game is following the same rules as any other game with level up mechanics unless Capcom turned Street Fighter into a Souls-like :P.
You’re right it’s like an RPG. There’s levels then there’s gear level. You can get legendary gear at the merchant near the npc that wrecked Phil early in the video. Basically Phil doesn’t bother to learn though and relies on stream chat to hold him through any game he plays.
Even when more or less higher level, the damage is insane. But these fights usually have the opponent using or two patterns that can easily be punished a few ways. + You have the option to heal during the fight for a reason.

As someone who's also beaten the story mode, I didn't find any of the story mode NPC fights to be too hard. I never got stuck on a fight, I never lost outright during the story mode. My only struggles came with trying to take on high level optional fights too early. And let it be known I'm no 'professional Street Fighter' player like our Burnell here, this is literally my first Street Fighter. But no, the game cheats and auto reads your inputs, of course.

I know from playing that Grappler a lot in tournament mode that he WILL go for the spinning piledriver after a jumping knee, if you try to get in his range. It's easy to bait out once you notice that and get a punish counter. The fact that Phil can't adapt to an NPC that is literally programmed into a high-level pattern says volumes about his ability to learn.
If only he knew what was safe, and used spacing to make sure he didn't get punished for doing unsafe things inside the opponent's grab range. Surely if he's a master rank player he would know this?

I know from playing that Grappler a lot in tournament mode that he WILL go for the spinning piledriver after a jumping knee, if you try to get in his range. It's easy to bait out once you notice that and get a punish counter.
The fact that Phil can't adapt to an NPC that is literally programmed into a high-level pattern says volumes about his ability to learn.
High Level CPU is basically harder than most of ranked, so Phil made a bad move.

If only he knew what was safe, and used spacing to make sure he didn't get punished for doing unsafe things inside the opponent's grab range. Surely if he's a master rank player he would know this?
