The reason drivers tend to do them at the final race is because of their limited engine allocations over the season. If you're doing a donut, you're stressing the engine a lot. And the reason why you'll almost only see top teams doing it is because customer teams return whatever leftover engines to the engine manufacturer at the end of the season.
