I feel dumb for asking but what do you do now? I assume you'll be spinning the bucket to fling the water out, but don't really understand what you're saying about the board and hinge etc?
As the rope is twisted it will need the tension of the plank but it will rise and fall with the twist and untwist. The hinge will be simply to stabilise it. If the plank is weighted down it will spin faster too 👍
You can step on the board after it spins in one direction to make it spin in the other direction. And inertia will raise the board again so you can repeat. Awesome idea im doing the same.
