No, the Netherlands works differently to most countries. All the parties in the government has to agree if they want him as president. Of course not all agreed you can guess who. Many of the different parties refused to negotiate with Wilders so they had to agree on a person to do the negotiations. The person Geert wanted who basically believes more or less what Geert Wilders believes is Professor Ronold Plasterk. Because the other parties didn't want him as president he made an agreement that he would step away as president in order for the policies he mentioned to come into place. That's why it took so long with the negotiations. Who ever becomes the prime minster Wilders has to agree on it.
