I looked it up, and no, it is not like this. They mostly don't have locks is because they mostly use sliding doors and they don't knock because, knocking can damage the paper. Rather they stand/wait outside and ask for permission and in some cases they will be careful to knock on the wooden frame to not damage the paper.
I live in the UK, apart from bathrooms, front/back doors (and windows), houses don't have locks on any other room unless we deliberately put them there. We're just taught to knock, especially if the door is closed.
