  • Since 1890, Historically Black Colleges have offered the promise of equal access to higher education. But former Confederate states haven’t always provided equal funding. In Tennessee, one legislator is now pushing to finally balance the books.

A financial endowment is a legal structure for managing, and in many cases indefinitely perpetuating, a pool of financial, real estate or other investments for a specific purpose according to the will of it's founders and donors.
When black people come together and create endowments full of educated professional financial investors and money managers then the change will come.

I know people in the comments are saying non-Black students can go to HBUs, but I still think the concept of massively disproportionately Black-specific colleagues is counter-productive. The way I see it, they were a sub-optimal solution to a historic, and to some extent continuing, problem. The reason they are sub-optimal is that concentrating a deprived social group in a particular institution or place is always going to run the risk of reinforcing that deprivation, because of the way that social feedback loops work. Put simply, money and power is attracted to money and power.
It's the same problem as having large-areas of a city being exclusively social housing - those areas tend to see lower levels of investment. Social housing is still good, but it works better when there is diversity of income. If _all_ you care about facilitating social mobility for Black students, then subsiding and supporting their education in more diverse institutions is probably going to be more effective.

The value of a college education is vastly overstated. In most cases the opportunity cost of not working for 4 years + the cost of college is much less than the discounted value of the increase in future earnings- meaning if you worked for 4 years and invested part of your earnings, you would be better off than going to college for 4 years and then struggling with student loans.
Focusing on formal education as a means to end poverty is a flawed approach. What we should be doing is looking into institutionally racist governmental regulations and occupational licensing laws that prevent those in poverty from starting their careers.

It's a shame that in the 21st century people's attention span is so short that they don't watch the video before commenting. For those tempted to up vote this, I will briefly summarise the problem so the truth can be known.
After the Civil War, universities were set up in the South as part of reconstruction. These Land Grant institutions were to be PUBLIC UNIVERSITIES, not Private Universities. As segregation meant black students were not allowed to attend these universities, the Federal Government funded the creation of Land Grant Colleges for Black students. Under Federal Law these all Land Grant institutions would be entitled receive a Federal Grant AND a State grant matching the federal amount annually for their funding. Historically, the Southern States funded the White colleges every year but, the Black colleges were not. The problem was recognised 50 YEARS AGO, and NOTHING was done. The amount owed is nearly $500 MILLION at today's prices. That's why it is a problem. If you have read so far Thank You for reading this. Have a good day.

There are lots of those in the US, and everywhere there are white people. Racism is after all a belief system designed to maintain the Status Quo. There has been progress, but after decades of deliberate underfunding, that these Historically Black Colleges are still needed in the South speaks volumes. Yes, there are getting money now but nobody wants to even consider paying the nearly $500 million outstanding, and those students are at a disadvantage. And that's why these Colleges are still needed. It's a Catch-22. Racism hasn't died in the USA, and when the trend in populism comes with essentialism and nationalism, racism isn't too far behind. Seneca said: "All Cruelty comes from Weakness." And what Racists fear is their own weakness against the Other who is, or who is becoming Strong. That's why State of Tennessee and others states utterly ignored Federal Law and deliberately handicapped the Black Colleges by not allocating them their due funding for over 50 years. It's sad, but there we are.

HBCUs exist because Black folks were banned from white institutions. Even now folks would argue schools are more segregated now due to the backlash against school integration and a lot of black students find themselves bullied by racists, treated harsher by teachers, more likely to be arrested on school grounds, and more likely to be suspended or expelled. So no HBCUs aren't racist and I'd prefer more schools for Black students that center around Black American culture.

There were Whites only universities. Harvard was the first US university, built in 1636. No Black students at the time. Black students were not allowed at White universities. So Blacks built their own Universities, because it's the only place they were allowed to go. In 1964, universities were no longer allowed to be white only or black only. So now they're called Historically Black Colleges and Universities (HBCU).
