Works any time wannabe tori forgets how judo works and enters without necessary unbalance. I use it all the time, but it is still judo, if you use the motion of the attack to provide 50% of the strenght needed for the lift. Enough to rotate with the attacker using chowa rotation, and then lift him up. If he reacts bending over (typical) you go immediately with Yoko Guruma using his motion to power the lift. In the end Judo is Judo. Knowledge, cold blood, practice required.
