For me depends on if I need to feed souls to my phylactery... imo it should be gruelingly difficult to become a lich but it should also be a one and done type spell. If that's not the case I'd rather be a vampire.

The stealing and consumption of a person's soul would be pretty hard to live with, whereas a vampire could potentially sate the need for blood without having to kill their victims. Really it comes down to how I can get immortality and dope powers with the minimum "murderous asshole" factor.

I enjoy liches, but I hate how they tend to keep making it a punishment if a player picks it. Seriously. Checked a horror theme RPG for 5E. You get werewolf and you become a power house as you are cursed with wolf form under full moon. You get an immortal power house with being a vampire and able to make bloodlines. You can become a fiend or an angel and also get the immortality perk. You pick being a lich and you have to start hunting down high level threats just to continue your own undeath each DAY or you start getting hit by countless nerfs for not eating souls. A lich is great.. Getting to play as one keeps having new books slap your hand telling you that you don't want to be one. Which really sucks as there are so many interesting variations of them from skeleton swaping to serve as their new body, those who can turn themselves back to flesh and must live their life as flesh again and must hide when they are as a skeleton to get their free revive again, or even the holy magic lich that is essentially a good necromancer who's body died, but their spirit kept on animating their body as they defend places. So many interesting versions... And so many denied to the players even when they let even more stronger or absurd transformations.
I always wanted to play a character that is a skeleton. But they aren't seen as undead nor alive. But instead they are a ancient human who was placed in a suspended animation by a now dead god. But because the god is now gone the characters flesh withered away over many thousands of years. Now the characters bones are infused with the dead gods essence due to being surrounded by the last spell that god cast before death. The character doesn't remember who they are or remember who the dead god was. They only have fragments of memories of their once life.

Vampire all day. They still get booty and can enjoy the good things of the living world. Lichs are just slowly rotting flesh.
