Heel toe uses more of a rocking motion at the ankle which leads to an un even stroke when it comes to the heel. This technique uses the full motion of the leg to compensate for the weaker heel stroke. Some people call it the Moller technique.
They are very similar, if not interchangeable. But i would say heel toe is for doubles, RRLLRRLL, while here he is doing constant 8th notes in each foot, and then alternating it RLRLRL

I don’t understand what you mean by “dangerously.” If anything this technique is more energy efficient, because as the speed increases the motion will get smaller and will be influenced more by inertia than the muscles in the legs. Plus, this allows for short bursts to be performed at an incredible with less effort if this technique is mastered.
