I went to an open-box store a few days ago and was shown a OnePlus 8 (non-Pro) and an S21 FE, both 128 GB, both marked at ₹20,000. Which one has the brighter display? Not in terms of peak brightness, but in terms of how legible Google Maps would be while I'm biking around.

Go for OnePlus 8, SD865 is still a good processor, it also has better batterylife!
If camera is your priority then go for s21fe. If performance is your priority go for OnePlus 8. Rest everything will be fine in both the phones. I'm using the OnePlus 7t for the past 4 years and I'm completely satisfied with the screen+google maps performance. Can't comment about s21fe in that aspect.
S21 FE has better display and camera than OnePlus 8, but if you want good performance and battery life then OnePlus 8.
