I have had the no annual fee chase sapphire for 10+ years. Can I get the welcome bonus for the reserve or preferred?

Yes you can! However you cannot get approved if you still have the sapphire currently, and it’s recommended to downgrade to one of the freedom cards, then apply.

Question on the 5/24 rule is that from the date of the inquiry when approved?

Yes that’s correct. But just to be clear, all that really matters is when that inquiry shows up on your report.
That’s pretty much always the same day but hypothetically if it came in a few days later it would be the inquiry date, not the approval date.

All I want to know is if chase has a pre-approval tool

I got the CSP 14 months ago and received 90K SUB. Can I upgrade that card to CSR and get whatever SUB the CSR offers to new customers?

Unfortunately not. You can only get one sapphire bonus in a 48 month period from the time you got your CSP bonus

Haha well did I get you back at the part where you can use your welcome bonus to cover the annual fee? It doesn’t have to cost you anything out of pocket and the cards can always be downgraded in year 2 to a no annual fee card.
