Gov: Martial law, antagonised international support(no universal justice, yet), Weak national soliders, weak garrisons in rural while strong garrisons in urban, strong police units, Strong airstrikes but severly weak cover up. Tanks are possible in urban but impractical in rural jungles + fighters have drones.
