Is it just randomly assigned or do each character have their own level design?

I don't think it's random. Each chararacter's Break the Targets and Board the Platform bonus are switched or assigned to a new one.
0:20 That feat is a Switzerland - worthy bonus.

Almost got Bros. Calamity with killing Falco first without hitting Fox, but that is a little tougher because these guys are faster characters and Fox always insists on fighting up close and personal with the player. AI Fox was always an annoying little piece or crap.
