Some other folks never turn theirs off, claiming that it keeps vegetation from getting too cozy up next to the fence. It's part of the reason for running a big charger-to maintain output despite vegetation pulling current. Running all the time (with no dead shorts or serious draws to vegetation) fence chargers won't even register current on the utility meter.

We keep our fence on all the time to keep the predators at bay. Same reason we use multiple wires. We raise sheep and don't want coyotes getting at them.

Catch the part about the training pen? the cattle panels outside the ribbon keeps them in when they hit the fence. If they don't back off they keep getting shocked.
