Can't Stop the Signal is a single-stage overseer quest in Fallout Shelter.
Walkthrough:
The dwellers track a strange, high-pitched radio signal which leads them to an abandoned building inhabited by radroaches. As the dwellers search the rooms for the source of the radio signal, they will encounter a raider boss, who will complain that the dwellers have ruined their army of radroaches and will then engage in combat. Killing the raider boss will complete the quest.
