    Give all these responsibilities to county governments but withhold majority share of taxes. And then sit and wonder why devolution is not working, unbelievable

    Bwana governor why audit and oversight teams always find it difficult to visit north eastern counties? Quite often visits are welcomed by hostile crowds or generalized insecurity. What do those counties want to keep hidden?

      Massive loot of public money at the expense of illiterate lot. That explains the reason as to why they're way behind in development since the advent of devolution.

    The difference btw private sector and public sector is that public sector is funded by tax payers and thus a coin must be accounted for.

    Devolution in Kenya is not the problem but it’s governor that are enriching themselves that public development
