Dude hiro defeated tyson , diachi and Ray together. I mean yaa all three of them were suppressed like alot so does hiro he was way more suppressed than all three of them
He defeated ray where Ray was way serious than thier first encounter also defeated Kai in thier battle and yaa I know both of them were holding back like alot. And hiro has way more potential than all og bladders.

Rago's power and capacity(potential) were enough to hold power of Diablo Nemesis and STAR FRAGMENTS that is literally definition of stronger since Ryuga could never do that and that is all about power. He just had strong bey? Ryuga had L Drago Destroyer Dragom Emperor, Rago had Nemesis Prototype and still mid diffed Ryuga, he is much stronger than Ryuga.
