The funny thing about that suggestion is I think they did in fact install cameras on long beach for the dispatchers to watch, and relay to the lifeguards in the towers, assuming the lifeguard themselves doesn't see the event in question. Generally they are good at catching it, but there are in fact cameras now.

The main tower will scan the beach with the cameras and if they see something off they will radio the lifeguards patrolling to check it out. Its not only saved lives due to the faster response but also helped catch thieves and creeps taking pictures of women.

Lastly, there is the question of accountability. If a camera doesn't notice someone go under water, whose fault is it?
