you keep on saying view port instead of view box, please correct me if i am wrong.
slight confusion ; is that the viewPort that's moving by changing the values of the viewBox attribute or that's the image/shape/icon inside the viewBox which is panned and zoomed by changing the values of the viewBox attribute
I am not sure, but it sounds like this could be a philosophical question :)

It might also help to add coordinates (x, y). Also frustrating that the graph scale is opposite --the usual positive y direction is negative...
