Biometrics is part of the visa application. If you require biometrics and fail to do it, your application will be deemed incomplete.
Processing time for visitors visa could run into a year for most African countries.

They will both need to show proof that they are legally married according to the laws f their home countries or they must show that they are in common law relationships according to the general guidelines on the IRCC Website.
