Here’s a quick example: If you go through your phone app, you can see a history of the recent calls you made, and it is not spying. I know this is a late reply, but: the intelligence departments were just sub-departments of bigger federal agencies.
DEA does intelligence gathering. Abroad it has foreign offices that collect info about drug cartels.
