Backstory: We learn through di Ravello’s audio diaries how he became the youngest and one of the most powerful warlords in the Medician Army, how he played the former President and other politicians against each other and established a military junta. With Castillo, the closest thing we have to a backstory is “Elected to rebuild paradise” -lame! Antón orders his useless soldiers to shoot people, diR here beats an officer to death for failing him. Antón antagonized the United States by refusing to sell them Viviro, diR sold his Bavarium straight to the Americans and got some b*tchin’ secret weapons in exchange! I’m sorry but this guy is superior to Antón Castillo!

Same here.
To fix that, move the first car with the hooks until enemys appears.
I had the same problem. I'm sure that it's a kind of bug. You must hook all three cars near to the bridge! And then it will appear a cut scene.
