the officers were given specific orders not to shoot by the commissioner of the Capitol Hill Police, also if i were one of them, i wouldn't want to shoot into a crowd, go to reload and get mobbed by hundreds/thousands of people who are now even more violently angry than they already were, not to mention they're trump supporters, i'd assume there's a large amount of conceal carrying in that crowd. So between the fact that you'd get MAYBE one magazine out, then go to reload, you'd either get shot, mobbed, or dragged into the crowd and beaten to death.
