    I retired after 30 years of government service. I was 100 percent zero corrupt because of two person in my life. My uneducated mother who told me not to bring shame to the family when I was leaving my house in Gopeng to K.L. to report for duty at a government Ministry & after marriage, my wife who told me not to feed her or the children with any corrupt money. I am always thankful to this two person in my life. I can now sleep and laugh happily everyday because of their advice. Corruption can't be wiped out.       I salute you. My grown up son wanted to join PDRM after his graduation, I strongly advised against the idea . It's not easy to stay clean in their "dirty pool". You will be treated as alien by your colleagues.

    We are of the opinion that most of the Government agencies / departments are corrupt . When the Heads are coorupt , the rest of the staffs follow.

      But not all government staffs. Normally, Only those exposed to the transactions such as project monitoring personals, activity transactions, Head of Department, and others. Most of them have no chance to get involved.

      @@tilley6351 I crossed the Padang Besar Immigresen check point many times when I catch the train from Bangkok, but no cash was exchanged. Sure corruption is endemic but to say so is without any basis. I brought some humongous avocadoes and the retards from MAQIS seize half of it when they originally wanted me to suap them. I refused and then they took half of my avocadoes for biosecurity. They were stupid that they do not realised that if it is biosecurity, then the whole lot should be seized and destroyed. Australia has one of the strictest biosecurity control in the world. These retards are so hopeless that they even copied the Australian version both in legislation and the name too. Australia called theirs, AQIS.

      Corruption can also be genetically inherited. Search this in the book of science, and definitely not in the bible or Koran.

    My council experience beginning of this year northern region was a good one. A younger person who was attending me and did a great job. This person had to pester and ask his boss many times to get my document approval done. His head of department was shaking his feet and took his sweet time just to sign the papers. Kick out the old and corrupted head out!!

    Traffic police....... they will start works early morning hunting for victims of which they will take bribes from them if they are found to have committed a fault. The amount will depends on how serious is the offence. After lunch these police will go into housing estates, find somewhere shady and quite to distribute their shares. After tgat they are off to have a tea and relax...... if they are hungry esp towards end of the months, they will go for the second round. Nothing will happen to them cos their top officials are also corrupt. They will even take bribes openly in the sgt's office.

    Immigration n police sexually abused young women arrested for illegal stay. I've personally experienced this. I temporarily gave refuge to 2 Nepali girls ,thinking how to help them. Their agent abandoned them. Someone brought them to me. They were young n pretty.Oneday they went to a nearby park and was arrested by police.
    I went to the station. The police man told me to pay him 200rm.
    I had only about 70rm. I placed my handbag on his table n told him that he could look in my bag n take whatever he finds. I told him I've only 70.And I need taxi fare to take them home. He agreed to take 50.
    And said that I shouldn't discuss this with anyone.He released them. Later at home the girls tell me that the police told them if they would go with them to an apartment for sex n they will be released. But these girls called me instead.
    So Immigration n Police are having apartments to abuse n use immigrant women. What a shame.

    Tq, Mariam. Corruption is too much in grain in Malaysia. It is totally impossible to eradicate Corruption in Malaysia. But Malaysia can start by bringing down the high Corruption rate in the country with these major changes:
    1. The Govt under DSAI must have the tenacity to tackle this grave illness.
    2. Heads of various federal and state govt agencies, state authorities must be held responsible for any unaccountable, missing or mishandling of public funds in their coffers.
    3. Macc. Police and Immigration agencies and its various depts need to look clean and act clean themselves. These agencies and depts may need a drastic change of cultural shock in the daily running of its administration. This is not an easy task because people hate changes to the lifestyles and livelihood. Slow but surely it will bear fruit. When this proactive model projects in these three depts show positive performances, then apply this model across the whole country. This is how China progress with such a huge success. We need not copy everything but apply what is readily available and practical to the country.
    Understand that the above list is certainly not complete.

      No, necessarily true if the receiver demand that the work can be smoothed by offering some bribes. Sure you can withhold the bribes and it takes lots of courage. I was stopped from bringing the avocadoes from Australia by two MAQIS officers. They obviously wanted me to pay them some money, but I refused and then they seized half of my avocadoes on the pretext of biosecurity. I am still waiting to file a legal proceeding against them. They are that stupid that they gave me half of my avocadoes. How can it be biosecurity if they returned half to me. I despise them as they are contemptible.

      Your postulation is only true when the giver offered to pay to ease/smooth the interaction. Often in Malaysia, the taker demand the bribe like the police officers. Rumours had it that the traffic police in Johore feigned traffic infringement by cars bearing Singaporean plates. They asked, "mahu selesai kes sini atau pergi Court ." Solving the case requires a payment of a certain sum. These bribe takers are shameless and corrupt officers. They feared not their religion or the dignity of their race and integrity of their position.

    I agree if the judicial system runs without any political and government interference. But the country's political history proves that there is often interference in cases involving important and famous people, especially if it involves people from the ruling government. Don't blame the public if they look askance and don't believe promises not to interfere in judicial and court affairs.
    The case involving Zahid Hamidi will definitely be in the spotlight in the eyes of the Malaysian public, legal practitioners and even world leaders. Whether the government led by DSAI is really transparent or just sweet promises when gaining voter support.

      When you read the case of 1 MDB,the ACA police head had to run and hide in Indonesia for fear he would be killed! Others of lower rank were sent to work at the PMs Dept! They would be given a desk and no work until they retired!

      I reported to the Foreign Ministry about cheating and the misappropriation of public funds when I was in Turkey! The KSU himself went to Turkey,saw me and told me that it was not my duty to report such matters and that I would be punished.I was brought back, put in a cubicle with 3 sides glass wall and a solid door and not given work for 2 years until I retired!I was treated "persona non grata". Was I scared? I did not do anything wrong and I felt they had more to worry about! They do not want to open a Pandora Box!

    Traffic police, immigration, JPJ. (I passed the OTR first time but I failed on slope parking. The instructor hinted on duit kopi but I didn't want to go that way, instead I paid for four more parking tests till I got my licence). My bad parking 🤣😅.

    Corruption is hardwired into virtually every agency. You get a visceral feeling everywhere, the unexplained material possessions of the lowest ranking civil servants that carry out enforcement in the municipal councils right up to the quasi-government/ngo like the national zoo. The CHILLING EFFECT, the pin drop silence to report wrongs is MOST LOUD.

    Corruption cannot be wiped off in malaysia unless the ketuan melayu issue is abolished and all citizens are treated equally. Because this has been institutionalised corruption will remain to curse all malaysians in this country.     Hi Puan Mariam, I would like to highlight a serious issue that has become the norm nowadays.
    It was a fine of RM 2000 for drink driving or DUI offences and one can get off from being issued a summons by paying anything from RM 300 to RM 1000…this was then!
    Now, the same offence carries an arrest and offenders being brought to the court where there will be a minimum fine of RM 10000 and the license being impounded for 2 years. Sounds harsh but good right?
    Here’s the twist…the settlement amount to go off without a summons and to avoid court proceedings is now at RM 5000😮.
    No one carries that big amount and so you’re driven around to as many ATMs until you withdraw the required RM 5000🤦🏻‍♂️.
    The gist of the matter is, increasing the penalty naturally raised the RASUAH amount.
    DUI offenders shouldn’t be given any chance and at the same time, the authorities should stop taking bribes too.
    The public and the authorities must play their role if these RASUAH menace is to be wiped off.

    Would you like to know how foreign investors bribe Tenaga Nasional officials for approvals. Not only that, they bribe officials to get free access to their stores - bring a few lorries and cart out whatever you can get your hands on. I know personally where with a bribe of a house to an official and the investor walks away with transformers worth $3M, kilometres of cables, and $2M worth of GIS switchgear - all up worth about $7M in total, all for the price of a house, about $750k.

    Many a time I have been stopped by the police on alleged rule infraction on the road. They always tell me the matter can be "selesai", meaning a bribe. I have always refused and insist on a ticket. I tell them I cannot answer in the afterlife why I bribed a policeman. I will take the fine now. At times they let me go with just a warning

    Make the 'rasuah' a very serious matter. As 'complaint' carry much weight in Singapore, when anybody complaint anything in the social media or other proper channel. Such is complaint by anyone about 'rasuah'. The conplaint is investigated immediately and measures (proper reprimand) are executed.

    The most popular experience we come across is when we were blocked by the traffic police. They even take the initiative to ask you "machan mana nak selesai?" Then both sides started to "tarik harga". You are right we took this approach for we want to avoid the trouble to go to the police station which is time consuming. To solve this problem maybe w can learn from Singapore.

Dalam 10 tahun ini saya ada tanya byk pekerja asing Indonsia bagaimanakah mereka boleh tinggal, berniaga , bawa grab Dan pandu bus pngangkutn awam dn express TANPA permit atau sebarang dokumen sah.. Mereka kata.. " Alah! Senang saja aunty.. Tunjuk saja mereka wang..dia sudah zip mulut dan Jalan Gostan," kata mereka..
    Sebagai rakyat Malaysia hati rasa sakit sangat mendengar Dan muka malu ditahan tapi tak berdaya ..Kerajaan kita sendiri buat kita rasa lemah ..

    Corruption started to sky rocket up when the mamak became PM. By now, it's in the blood of all govt agencies. Even the royalties.
    How do u explain the seizing of mature durian, and agricultural lands after the poor hardworking common people have developed them?

    Most or all departments who have counters serving the public failed miserably. The ordinary rakyat just suffered in silence or their cases will be delayed indefinitely due to backlash. Time is money. We cannot afford to wait and wait.

    Delayed service, unexplained sudden absence, rubbery deadline and imposition of burdensome and almost unreasonable conditions have always been problems faced by private sectors which need approvals from government departments. It starts from the clerks all the way up to the technical officers and division heads. Many of these gov servants are there to enrich themselves and they will tell you it is a win-win solution. Our civil service culture is simply hopelessly corrupt. And they are abang-adik - brothers in crime.

    Puspakom always corrupted n want to stay corrupt, if you were to send your vehicle yourself for inspection they will fail you, n it should cost about RM50 -60 only. But if you were to hire a runner which will cost you RM500 - RM600, than problem solved, so you can imagine how many vehicles going thru inspection everyday...

    I experienced corruption as a foreigner visiting friends in Klang many years ago. My Malaysian friend was driving me to a restaurant together with his siblings and was flagged down by police for 'overloading' the car. You see, we had four adults in the back seat. So as I understood later, my Malaysian friend told me that we were 'let off' with 'under-table' money. That was a lasting impression that I have never forgotten. My host suffered a lost and I felt really bad for him.

    As from from academy side I was found most curruption from foreigner worker and students visa. There are some special person at immigration department to approve immediate visa. And not to mention other departments 🥴

    When I was working with the government, I know that most departments have a client's charter (piagam pelanggan) which stated the process and the completion time. Time could be in minutes, hours, days, weeks or even months. The time period are reviewed from time to time. As the department gets more efficient, the process time can be shortened. If the process take longer time than is stated in the client's charter, then the officer in charge have to answer for the delay. Certain permits or license takes longer time to process but if it is stated in the client's charter, then there is no excuse to delay it if all documentations or requirements are met. I don't know whether those departments in charge of licensing or permits have client's charter or not but they should have, so as to prevent officers from using delay tactics to induce a bribe.

    Thank you for sharing. What you mentioned about traffic corrupted action. Can you imagine I was slap with 3 summons on one issue for beating the traffic light of which I did not. Traffic police also snatch my car keys and hand phone. I reported to the Bukit Aman police compliance department. I don't know what happens to the 3 summons 1. Beat traffic light 2. Don't give driving license 3. Don't follow instructions

    My unfortunate experience with the JPJ is , I guess, due to "duit teh".
    I found my way to the JPJ Hq in putrajaya (from Slim River) to convert my British driving licence to Malaysian licence. I went there 5 times, all gagal.
