That was something started by movies from over 60 years ago and it's been around ever since and as a result their employers feel they don't have to pay them as much as they should. It's one of the reasons I don't order on delivery and go get it myself. It's also cheaper on gas that way, and my GPS knows where the heck I'm going.
A tip is something you should only give for exemplary service. It is a gratuity which as the name implies, is a gift given in gratitude. Why should anyone be given a gift simply for doing their job?

They're supposed to make up for it if you get below minimum wage in tips, but the problem was, my job wouldn't let me clock out unless I declared on the PC that I made at least minimum wage. I'd need a manager to clock me out, and most of the time they wouldn't. Haven't worked that job in 6 years now and I'll be damned if I ever go back. Restaurants are the same as retail, except the shit awful people you're waiting on decide if you get paid or not.
