Shouldn't it be 17 end devices including IP phones ?

IP phones are intermediary devices its providing connectivity to PC ,, Switch -> IP phone -> PC

No, they are end devices,

@@izzy9902 I think the right answer is 15. Even though they are end devices the instructions said only one connection leading to them. The phones have two connections.
