I feel like verse 7 goes back to explain Adam and Eve where he wanted them to have the choice to follow him or disobey him by eating of the forbidden tree. So here it's explaining that the option had to exist for them, but the part of "but woe to the man by whom the offence cometh!" is explaining that was what the devil did which is why if you do that to those of God then you are a follower of the devil because of it and why it is such a bad thing to do because look at what the devil did to Adam, Eve and the rest of humanity.
